Phenazepam is not controlled in the US. Although it is chemically similar to other benzodiazepines, the U.S. Controlled Substance Analogue Act does not apply, as no similar drugs are in Schedule I or II. Sales of this chemical to end users would likely be considered drug sales and thus regulated by the FDA.

Several news reports have stated that Sweden controlled Phenazepam but we've been unable to verify this. (last updated July 25 2011)
United Kingdom (U.K., England) #
The Advisory Council on the Misuse of Drugs announced a ban on the importation of phenazepam effective July 21 2011.
